[Planetlab-arch] Proposal for resource allocation policy

Attached is a first draft of a document proposing a general policy for how 
resources should be allocated by PlanetLab Central to different slices, as 
well as possible future directions for resource allocation.  The policy is 
intended to be relatively simple and high-level, omitting any 
platform-specific details.  Comments would be most appreciated.
