Subject: suggestions

Some suggestions, partly from discussions with Steve Muir at NSDI 

1. Make an RT guest user (or link it in to the PLC db) so that
   we can login and view tickets directly (e.g. as linked from
   https://www.planet-lab.org/db/nodes/detail.php?node_id=46)
   Perhaps have a setting for sensitive tickets that should
   be restricted.  (If support-community messages are open to
   the public/registered users anyway, it would probably be
   convenient to have at least read-only access to the RT interface.)

2. Have a mechanism for slivers to determine if they have been
   preempted due to CPU resource consumption --- maybe something
   like a counter of number of times preempted in the past 5 minutes.
   [This should be exported so that CoMon can track it too.]

3. Have a mechanism for finding out the current actual rate limit
   (and total bytes sent?) on a slice/sliver.  (Is this already
   available via tc or something?)
