Subject: adminAPI request: GetNodePCU

GetNodePCU:
takes a node_id
returns pcu_id and pcu_port

I imagine this would be a very fast operation for the DB (this is all in 
one table) and it would *greatly* speed up monitoring and the pcu reboot 
script
