In general I am really confused about when it is okay to modify 
plc_config.xml directory and when it is not.  I see you have code to merge 
in new variable changes to plc_config.xml, but when does that get called? 
When upgrading, or every time MyPLC restarts?  If it gets called every 
time MyPLC restarts I fail to see how my template plc_config.xml based on 
an older version of MyPLC will cause a problem, and if it did cause a 
problem, every user upgrading MyPLC from RC1 to RC2 will experience the 
problem.
