It shouldn't cause a problem; I believe that I've determined that the bug is in 
the timestamp comparison, and that /etc/init.d/plc should probably just 
regenerate /etc/planetlab/plc_config.xml whenever it's called, rather than only 
when (it believed it was) necessary.
