Uniqueness is only required locally.

It was my intention that the address assignment would be handled in
user-space in the root context (or dom0 in xen speak).

I still like the overloading of the 15-bit value used by MAC-48 (FFFE) and
EUI-48 (FFFF) encapsulation in EUI-64.  That would permit 2^15 vservers or
virtual machines per physical machine (or ethernet card).  Since this is per
ethernet card, it would also work nicely with multihomed machines.
