I am not sure what the difference is between an implementation issue and a
spec issue in the context of picking an appropriate EUI.  There is a
specification on how to map EUI/MAC-48 into EUI-64 addresses for IPv6. Is
that an implementation issue or IPv6 spec issue?

What is important is figuring out whether some autonomous scheme of picking
a (per link) unique EUI will work. The rest is just implementation details.
I've got enough to move forward from here.
