I like your distinction.  However, rather than using "stand-by" lets 
just stick to "debug" as the temporary debug state (which is indeed what 
we print to the console).  This way we have three D's: debug, 
diagnostic, disabled.

Would be trivial to make those changes to the BootManager.  Not sure 
about the DB and WWW, but I suspect it shouldn't be hard.

My recommendation would be to create a 4.x ticket and start coding this 
into trunk (unless there is a significant push back from others).
