Yes and no. The latest stable has that tag. The latest unstable is on
the head of the various software packages. You will want to start with
the build module and just type make, and it will build everything for
you as a set of RPMs including myplc and myplc-devel.

Note that sliver != Xen domain. Why folks have managed to get a
PlanetLab node to run within a Xen domain, I am not sure of the status
of having each sliver be represented as a Xen domain. Prof. Aki Nakao
(cc'd) and his students were working on something along these lines, but
I have not heard anything about this since I saw a presentation last
December.
