[Planetlab-devel] API Hotfix - AddSliceToNodes, DeleteSliceFromNodes

I am about to apply 2 hotfixes.

DeleteSliceFromNodes() - There was a piece of code that didn't allow 
local admins to delete peer slices from local nodes. I am changing this 
so that local admins can delete peer slices from local node, but cant 
delete peer slices from peer nodes.

AddSliceToNodes() - There was a typo when raising an exception for users 
trying to add there slice to a whitelisted node. I've fixed this typo so 
that the correct error message is returned and users no longer get 
Internal Server Error 500
