This could be nice.  The PCU/PCUType/PCUProtocolType is a little confusing.

I can imagine that the pcu model and supported protocols could be done with
attributes.  You mentioned that there would need to be an improved query
interface, and I'd like to reiterate the need for this given the proposed approach.

One idea for using topologies, I can imagine modeling the host/pcu relationship
as a link between the two with an attribute for 'power control'.  I suspect
links could also be generalized in this way, describing different kinds of
relationships between nodes.
