One issue that I found while attempting to create a user in myplc is
that the default site has is_public=False, which causes the "sites"
dropdown in the create account page to be empty, preventing the create
account page from working. I was able to fix this by using psql to
change is_public to true, but I think it was reset next time I
restarted the plc service. I'm using a myplc nightly a few weeks old,
so I don't know if this issue has been fixed.
