[Planetlab-devel] 3-way federation

Stephen and Thierry,

We are ready for 3-way federation test and would like to 
start discussions among engineers/researchers operating PLCs.

We have set up a tentative PLC with one site (NICT2) and
two nodes for it.

I guess the first step is three two-party peering.

Is there any required agreement before we configure PLCs
as described in the following wiki?
