as an update, the CAP_SETFCAP flag allows to work around the issue

it's now spec2make that does not compile as the rpm 4.9 API seems to have gone through some stiff changes as compare to 4.8
not sure when/if I'll fix that as 1. fixing this might be time-consuming, and 2. our current rpm-based build was definitely not a very bright idea in the first place
