The ISO standard is 8601. Of course, being an ISO standard there are
still several different ways you can write the date time and still
comply :-)
The format Jeff is using is compliant with the standard, as is the
YYYYMMDDTHH:MM:SS format used by PEPR (nee Trumpet)
