We've received a complaint from a site that they are receiving
a large number of *incoming* ICMP packets. Could your UDP
packets be causing return incoming packets?
Note that we've seen trouble when UDP packets do not have
a real (non-zero and correct) checksum. I'm not sure if
this is related.
