Ensure that the .sg nodes are not behind firewalls, ensure that the  
berkeley node is up, use traceroute and ping to determine if and  
where a problem occurs, see if other nodes can contact berkeley, see  
if other nodes can contact singapore, change the port your  
application uses, configure your application to retry connection  
attempts several times... that's all I can think of at the moment.
