unicode support (was Re: [Planetlab-users] www upgrade)

Now that the web server is updated, we should have end to end 
unicode/utf8 support. I had to make one change to the api server to 
change the default encoding from ascii to utf-8. This should not effect 
any end users of the api.

If your account details had non-ascii characters, and we had to remove 
them due to the previous bugs, you should be able to go back in and 
update your account.
