You have been the only one to respond to my inquiry, so unfortunately I 
can't give you any answers.  I do know that you won't be able to install 
FUSE yourself as a user, since it requires modifications to the kernel 
in order to use.  PlanetLab Central has to decide whether to deploy it 
or not.
